If you buy cloud in India, two phrases turn up in every pitch: “MeitY-empanelled” and “IndiaAI Mission provider”. They are not the same thing, neither is a security guarantee, and both are checkable. Of the 19 India-headquartered providers PalCloud tracks, 9 have a sourced MeitY empanelment record and 9 a sourced IndiaAI Mission record on their India cloud page.
MeitY empanelment
The Ministry of Electronics and Information Technology empanels cloud service providers so that government departments can buy from them without running a fresh technical evaluation each time. Empanelment is an audited status against a published set of requirements, and it is what a public-sector buyer usually means when they ask whether you are “on the list”. What it is not: a statement about your workload’s security, a guarantee about a particular region, or a substitute for your own due diligence. It also expires and is renewed, so “we were empanelled” and “we are empanelled” are different claims.
IndiaAI Mission compute
The IndiaAI Mission is the government’s programme to make GPU compute available for Indian AI work, with selected providers supplying capacity. A provider listed under it has been selected to supply GPUs at agreed rates for that programme. It tells you the provider has GPU capacity in India and cleared a selection process. It does not tell you the price you personally will pay, or that capacity is free for commercial use.
What actually gives you data residency
- A region in India, named by the provider, with the service you need available in it — not just a sales office.
- A contract that says where the data is stored, processed and backed up, including replicas.
- Clarity on support access: who can see the data from outside India, and under what process.
- Whatever your own regulator requires — the RBI, IRDAI and SEBI each have their own rules, and empanelment does not stand in for them.
How to check a claim in two minutes
Ask for the empanelment or programme record itself, not a logo on a slide.
